You can lead a horse to water but you can't make him drink.

I have a sheet of 1/8 ABS and I am fabricating a patch. I think my trusty JB Weld will handle the job.

Here we go
Squared up the area, and cut and shaped 1/8" ABS. Used heat gun to get the curve.
Decided that strength was needed so I am using small squares of sheet metal.
Covered the entire piece of metal with JB and clamped.
Also repaired a large crack down the middle with same process.
Finally the new fender has emerged!
