Pic 1, the jig and parts.
Pic 2, the pipe on the jig.
Pic 3, the mount on the jig.
Pic 4, how its done. The bottom gets welded, then the part slides off of the rod, then weld the top. It's a perfect angle and height every time.

After pulling my hair out (cause this project was gonna be finished last night) I thought this morning about using carriage bolts and making my own J bolt. Went to Fastenal and picked up some 9" grade 5 carriage bolts with more than enough threads, then went to the welding shop. They told me the iron worker wouldn't make the bend I needed with just 1" or so of the end sticking out so I made a jig to set in the iron worker to do it with. They are really great about letting me do stuff like that down there. All it cost me was time and now they can do stuff like this too, win win lol.
I guess this one is wrapped up, except for making more and getting them in the store.
